USTDA Contributes to Landmark Westinghouse Deal in Poland

Arlington, VA – A U.S. Trade and Development Agency-funded study has contributed to Poland’s selection of Pennsylvania-based Westinghouse Electric Company to develop the country’s first nuclear power plant. The plant will advance Poland’s clean energy and energy security goals, while supporting thousands of U.S. nuclear power industry jobs.

“Congratulations to Westinghouse on its historic win. USTDA is proud of its partnerships with U.S. industry and across the U.S. government to facilitate one of the most ambitious and consequential power sector investments in Poland in a generation,” said Enoh T. Ebong, USTDA’s Director. “This project will strengthen the U.S.-Poland bilateral relationship for decades to come, enhance our national security, and support jobs in both our countries. This success reflects the unique value proposition of USTDA’s partnership-based model of overseas project preparation.”

In June 2021, USTDA announced its funding support for a front-end engineering and design (FEED) study to help develop Poland’s first nuclear power plant and facilitate the country’s transition away from coal-fired power. Westinghouse Electric Company and Virginia-based Bechtel Power Corporation carried out and shared the cost of completing the study, which was co-funded by the U.S. Departments of State and Energy.

The FEED study provided Poland a layout plan for the location of the nuclear power plant; a strategic licensing plan; a project schedule; and a budgetary cost estimate for delivery, construction, and start-up of the plant.

USTDA Celebrates 30 Years of Success

Today, the U.S. Trade and Development Agency celebrated its 30-year anniversary. Established under the Jobs Through Exports Act of 1992, USTDA has revolutionized how U.S. foreign assistance is delivered through a unique dual mission of advancing sustainable infrastructure in emerging economies and supporting U.S. jobs through exports.

“USTDA is among the world’s premier project preparation facilities. Our partnership-based model of assistance offers positive economic development options for our overseas partners, with whom we work on the bases of trust, mutual benefit, and collective prosperity,” said Enoh T. Ebong, USTDA’s Director. “USTDA takes pride in our track record of advancing ambitious and consequential infrastructure projects in emerging economies around the world. By harnessing U.S. innovation, USTDA has been able to address some of the world’s most pressing development challenges while supporting American jobs. Our superb team of domestic and overseas staff make all this possible.”

Since the Agency’s inception 30 years ago, USTDA’s programming has supported more than $115 billion in U.S. exports through approximately 4,000 activities in 139 countries. USTDA now generates a record average of $136 in U.S. exports for every dollar it programs toward advancing infrastructure projects in emerging economies. These exports have benefited U.S. companies across the country, including small businesses from more than 370 communities.

The bipartisan and bicameral Jobs Through Exports Act of 1992 created USTDA as a flexible and nimble agency to promote U.S. private sector participation in infrastructure development projects in emerging economies. The model of working with U.S. industry to deliver assistance is still a vital component of advancing U.S. national interests, as seen in the Biden-Harris Administration’s National Security Strategy and USTDA’s support for a host of Administration initiatives, including the Partnership for Global Infrastructure and Investment.

In 1999, Congress refined USTDA’s charter by designating four “special emphasis” sectors: energy, transportation, telecommunications and environment. USTDA’s work in these sectors covers modern challenges like addressing the climate crisis and increasing access to secure digital infrastructure.

USTDA, Romania Expand Nuclear Energy Partnership

Arlington, VA – Today, the U.S. Trade and Development Agency awarded a grant to Romania’s RoPower Nuclear S.A. (RoPower), a subsidiary of the national nuclear energy producer, Nuclearelectrica SA, for a front-end engineering and design (FEED) study to develop the country’s first small modular reactor (“SMR”) nuclear power plant. The SMR plant, which would also be the first in Europe, will advance Romania’s clean energy transition and energy security goals. RoPower Nuclear SA, the project company for deploying the small modular reactors in Romania, selected Oregon-based NuScale Power, LLC, to carry out the FEED study. The U.S. Department of State contributed funding toward USTDA’s grant award; RoPower and NuScale will contribute additional resources toward the FEED study’s completion.

“Today, we are following through on a commitment that President Biden made during the launch of the Partnership for Global Infrastructure and Investment in June, when he announced U.S. government support for this important small modular reactor project in Romania,” said Enoh T. Ebong, USTDA’s Director. “Multiple U.S. government agencies and the U.S. private sector are working in partnership with Romania to achieve its energy security and climate objectives. Together, we are advancing ambitious and consequential projects that are shaping a cleaner and more secure energy future for Eastern Europe and the world.”

The first power plant based on the NuScale SMR design is expected to begin operation in the United States by the end of the decade. The USTDA-funded FEED study will facilitate the deployment of this design to Romania by focusing on its adaptation to site-specific requirements at the Doiceşti Power Station, which is the location of a former coal-fired power plant. The study will include key project development elements such as a layout and plot plan for the site, a budget estimate, and an environmental impact analysis execution plan. The FEED study builds on a recently completed USTDA study that identified suitable sites, technology options, and a licensing roadmap for the SMR project.

“NuScale is proud to have the continued support of the USTDA in bringing the clean, reliable benefits of a NuScale SMR to Romania,” said John Hopkins, NuScale Power President and Chief Executive Officer. “To have the U.S. government’s support through FEED Phase 1 speaks to the role NuScale’s technology will play in strengthening Romania’s energy security and providing zero-carbon energy for generations to come. Moreover, it speaks of the experience in safe nuclear operation Romania has and its reliability as a partner to deploy such a complex project.”

President Biden announced U.S. government support for Romania’s civil nuclear development and this FEED study at the G-7 Leader’s Summit in Germany on June 26, 2022. The grant also follows the announcement by Special Presidential Envoy for Climate John Kerry and Romanian president Klaus Iohannis at COP 26 in 2021 of plans to build a first-of-its-kind SMR plant in Romania.

This project advances USTDA’s Global Partnership for Climate-Smart Infrastructure, which President Biden launched in April 2021.

Director Enoh T. Ebong Visits Nigeria

Arlington, VA – U.S. Trade and Development Agency Director Enoh T. Ebong has concluded a weeklong visit to Nigeria that highlighted the Agency’s work to advance key priorities including the U.S. Strategy Toward Sub-Saharan Africa, the Partnership for Global Infrastructure and Investment (PGII), and Nigeria’s Energy Transition Plan.

During the trip, Director Ebong announced new partnerships to expand healthcare infrastructure access in Nigeria and across Africa, including feasibility study grants to private Nigerian companies including Cedarcrest Hospitals Limited , Lily Hospitals Limited and Mobihealthcare Limited.

In Abuja, Director Ebong participated in a Power Africa-hosted clean energy leaders roundtable with public and private sector organizations including the Energy Transition Office, the Rural Electrification Agency, Ikeja Electric Plc, Shyft Power, and the Nigeria Power Sector Program (NPSP).

In Lagos, USTDA hosted a roundtable at Microsoft’s Africa Development Center with female industry executives and young career professionals who are shaping the country’s digital economy, from the Lagos Business School to private companies including MainOne, ipNX Nigeria Limited, Ekovolt Telco Limited, Intel, and others. Director Ebong also met with the Governor of Lagos State to advance USTDA’s support for the state’s clean energy transition and other infrastructure goals.

While in Nigeria, Director Ebong visited the sites where current grantees, ipNX and Hotspot Network Limited, plan to build infrastructure that will provide digital access for millions of Nigerians, including those living in underserved rural communities.

Director Ebong’s trip concluded with a visit to her alma mater, Corona School Victoria Island, where she shared insight with students on taking ownership of their learning and goals.

“Nigeria and the United States have many shared economic and national security priorities, including climate resiliency, pandemic recovery, digital connectivity, and energy access for underserved populations,” said Director Ebong. “We must work together as equal partners and in collaboration with our private sectors in furtherance of these priorities. Our goal is to offer Nigeria a positive option for its infrastructure development and economic growth.”

USTDA Advances Open RAN Technologies in Türkiye

Arlington, VA – Today, the U.S. Trade and Development Agency awarded a grant to TT Mobil İletişim Hizmetleri A.Ş. (TT Mobil) to launch an open radio access network (Open RAN) pilot project. TT Mobil serves as one of Türkiye’s three licensed mobile operators and is a direct subsidiary of Türk Telekom, Türkiye’s largest telecommunications operator. The goal of this project is to accelerate the next-generation mobile network transformation of TT Mobil and diversify its supplier relationships. TT Mobil selected New Hampshire-based Parallel Wireless, Inc. to carry out the pilot project.

“U.S. companies have been at the center of Open RAN innovation. USTDA is collaborating across the U.S. government to deploy these technologies in USTDA partner countries around the globe, such as Türkiye,” said Enoh T. Ebong, USTDA’s Director. “Open RAN offers a more diverse and innovative mobile ecosystem, which will allow for greater supply chain resilience as well as more secure and reliable networks.  This will ultimately be of benefit to the consumer.”

The USTDA-funded pilot will enable TT Mobil to pilot Open RAN technologies capable of supporting multiple generations of mobile operations, from 2G to 5G. The pilot will include a lab trial for 2G, 3G, 4G and 5G Open RAN solutions and a site trial of Open RAN technology at Türk Telekom field sites. The pilot will provide Türk Telekom with a validated assessment of Open RAN technologies from the United States in advance of its 5G rollout.

“As part of our improvement, testing, and productization efforts on Open RAN, we have agreed with Parallel Wireless and the U.S. Trade and Development Agency to test the Open RAN solution in pilot areas,” said Yusuf Kıraç, Türk Telekom’s Chief Technology Officer. “We will continue to produce and develop technology that will play an active role in determining 5G standards with our global collaborations.”

U.S. Ambassador to Türkiye, Jeffry L. Flake, said: “U.S. Mission Türkiye is pleased to collaborate with USTDA in support of Türk Telekom’s open radio access network, or O-RAN, study with U.S. company Parallel Wireless. I am hopeful that this partnership will open new opportunities for increased collaboration between U.S. companies and one of Türkiye’s largest telecommunications companies.”

Parallel Wireless CEO Steve Papa said: “Parallel Wireless is proud to partner with Türk Telekom and USTDA and demonstrate how our leading-edge, next-generation Open RAN software platform can enable broadband communications and new state-of-the-art digital applications in Türkiye. We are confident that our software platform will help Türk Telekom reduce operational costs and site footprints and look forward to setting the stage for additional deployments of Open RAN throughout their network.”

USTDA’s assistance advances one of the key pillars of the Biden-Harris Administration’s Partnership for Global Infrastructure and Investment, to develop, expand, and deploy secure information and communications technology networks and infrastructure to power economic growth and facilitate open digital societies. This project also aligns with USTDA’s ongoing work in the ICT sector in Türkiye through the U.S.-Türkiye Next Generations Cities Initiative.
